He was born in 1877 according to information on ancestry.com.  He had at least one son with Grace Young Van Waters.

 

According to the findagrave.com memorial of Cecil Ralph "Ralph" Blaine, he was born 13 March 1877 to Elizabeth Adelia Seeley and Orville Davis.

 

There is a book on google books called "Genealogy of the Loveland Family in the United States of America...Volume 3" which has more information about his parents and his siblings.  You will find it on pg. 73.
