How to bulk change privacy from red to green?

I think this is exactly what you're asking for. You can select everyone who is red (private) and change them to green (public).

If this tool doesn't work for you, it could be because your Watchlist is too large. This is one of the reasons we recommend keeping a Watchlist under 5,000.

I do not believe that it is possible to do a bulk change of the privacy settings and I would not that it would be a good idea even if you could because I, for one would not like having my Grandson changed out of red when my Grandfather is just because it can be done in bulk.
