I was looking this over today. Lucy is listed in both the 1850 census and the 1860 census which state she was born in Connecticut, her birthdate according to the census was 1779 or 1780. . Oliver Hazard Perry and Matthew Perry, the Commodores, were both born in RI, and were significantly younger than Lucy. The parents of the Commodores were Christopher Perry, b. 1761, and Sarah Alexander who was born in 1768 in Ireland. It is highly unlikely that either of these two are Lucy's parents.
Statements like the one about Lucy being the sister of the Commodore are sometimes partially true, in a "whisper down the alley" way. Christopher Perry, the father of the Commodores, was the son of Freeman Perry, and Mercy Hazzard. Married in the mid 1750s, and all events in RI. I didn't find a Lucy as their daughter, but their profiles need work too. They have most of their kids in the 50s and 60s, and there are two more attributed to them decades later.
If the Hazzard part is not fiction, possibly Lucy is a child of one of Freeman and Mercy's elder sons, but I can't find any proof of that.
Lucy is supposed to be from Windham CT, again without documentation. Connecticut seems most likely, since her future husband Nathan Jewett was from Coventry CT.
Looking at the names of the children of Nathan and Lucy, it is telling that there is no Oliver, no Matthew, no Christopher. There is no Hazzard, no Mercy, no Freeman, there is a Sarah. But for people of alleged RI roots, it is odd not to have the parents names prominent among the children's names.
My conclusion is the Jewett book was just wrong, when they said Lucy was a sister of the commodore.
