That certainly is a lovely page and looks like it serves a great purpose, but it's a free space page that someone created. Why don't you just create a French one, then announce it here, and people will look at it and oooh and ahhh over it. That might be what it takes to stimulate some interest in participating.
Please try not to be discouraged by poor response to suggestions. Most members are very goal oriented toward the tasks they have defined for themselves here and don't have the time to devote to an additional one no matter how attractive it is to them. As you have found, there are a plethora of different ways to pursue interests, all of which fit under the "genealogy" umbrella, on WikiTree.
