Why remove a match without creating an exclusion?

 Taylor-26859 and of Taylor-22270 are both linked as wives to the same husband.  The share the same name, and date of birth, as well as the husband.

The profile manager of Taylor-26859 removed a match of the duplicate, and the comments, as well.  

What is the purpose of doing so, without any justification why they should not be merged?  If they are not the same person, and the husband married two women of the same name, upon removing the match, should they not be excluded as duplicates?

From the looks of things this is a new member who uploaded a GEDCOM and removed the match to create a duplicate profile.  It is probably a case of not understanding how things work with the One Family Tree concept and she just needs a little help from a Mentor.  If you edit your question to add the Mentor Tag it will attract their attention faster.  The merge has been proposed with a comment so we will just have to wait and see what happens now.

I prooosed a new merge with a comment so let's see what happens now.  I see no record of a merge proposal and I thought that anychanges to a proposec merge would remain for all to see.

It was not a proposed merge, it was a "match" for consideration.  The actions taken are listed under the "changes" on at least one of the pairs.  

Also, the action appeared in the WikiTree feed I received today:

The match was removed almost immediately after the profile was created.

Is this something the system does as part of the new "suggested matches" feature?

I am not aware of the suggested matches feature that actually removes any matches.  However, if this is the case, then "the system" attributed the action to the profile manager.
