Marriage records in Puerto Rico

Am need of help locating a marriage certificate of a possible marriage in Puerto Rico in 1969.

The collection Puerto Rico, Civil Registrations, 1885-2001 on Ancestry shows no results for David McIntyre. I reviewed the six records with the McIntyre surname. There are no records for Meredith Kelley.

It's possible that the database is primarily for permanent residents of Puerto Rico and wouldn't include tourist weddings. Do you think Gordon's wife was local?

They both came from New York for a weekend. It was a tourist wedding.

It is very possible that there was a transcription error with the record or a lost/damaged page (as in many of the records in my own tree).  

Do you know what town they were married in, or any other details?

Most likely San Juan Puerto Rico.
