What kind of "proposed a merge" is this? [closed]

These two profiles have this change but does not show who did it or comment

15:16: proposed a merge of McArthur-1164 and McArthur-1166 with a comment. [Thank for this] 

also there is no pending merge or rejected match. What could cause this?

I'm not sure however I just tried to re-propose the merge I got an Internal Error Both Times.

Merges have been reproposed, along with daughter and son-in-law
