I'm intrigued by this one. Why should they have come from either? What prompted the question?

In 1851 two people in Middlesex called Stokes were born in France, but they were British Subjects.

Based on your question, my answer is probably of no use to you. However, I have a Thomas Stokes from Lower Shadwell, Middlesex, England (born 1640) coming to the US & dying (11 Jul 1720) in Waterford, Gloucester, NJ. There is no mention in the records of his family coming from Spain or France prior to living in England.
