Should a profile with the category {{Irish Roots}} be [[Category:County Down] ?

Should a profile with the category {{Irish Roots}} be replaced with [[Category:County Down]] when the name of the county is provided ?

I also see the structure {{Irish Roots|location=County Down}}.

But when the profile has no manager perhaps the {{Irish Roots}} is not appropriate.

My objective is to get a single list of profiles for the county and not need to be comparing multiple list of profiles for County Down that happen to be categorized in slightly different ways.

Ray is correct the Irish Roots template {{Irish Roots}} on James' profile needs to be replaced with the sticker, {{Ireland_Native}}.

Also, please keep in mind Help:Categorization says:

Be sure to use the narrowest category possible. That is, always put a profile is the most-specific, lowest-level category you can. For example, it is better to put a profile in [[:Category:Madisonville, Louisiana]] than [[:Category:Louisiana]].

Therefore, there wouldn't be a single list of profiles for the county in [[Category:County Down]], most of them would be in its subcategories for towns.

After puzzling over this for several days I finally stumbled upon a useful explanation. {{Irish Roots}} should only be used for profiles that are of special note to the remit of the project (eg project protected profiles) and should not be used to indicate general Irish ancestry or that someone came from Ireland.

Take a look at the Irish Roots project page for correct use of the {{Irish Roots}} template. It is only supposed to be used for project protected profiles. https://www.wikitree.com/wiki/Project:Irish_Roots#Template_for_the_Irish_Roots_Project

Why do you need a list of all profiles in the county? Surely there will be thousands. Even if you had everyone in the same category, a category page only shows 200 at a time.

You could use Wikitree+ to identify profiles with references to County Down also.
