Obvious merges with delayed action by one manager- Why??

I find numerous undeniable merges that have been approved by one manager with long periods of no action by the other.  Are we totally dependant on approval by both managers or can a merge be accomplished with some work-around?  Or, perhaps there is an available resolution that I havent heard of?

In most cases the Merge will default approve after 30 days.
