Shared Photo: Napoleon Joseph Descoteaux - Military Uniform ID?

I wanted to share this family photo of Napoléon Descoteaux with the community. Location: St Johnsbury, Caledonia, Vermont, USA. Date: Before 1913.

This is my great great grandfather Napoleon Descoteaux.  I was wondering if anyone has any clue about the military branch or era of the uniform he is wearing.  I cannot find any other indication that he served.  I do know that he worked for the railroad.  On close inspection, I can read 2nd Lieut. on his hat.
