Phoebe, a daughter of Peter and Mary (McElwain) Coger, was born in Franklin County, VA on January 6, 1814 and died February 13, 1889.
She married Adam Starcher on August 28, 1828 in Kanawha County, VA (now Calhoun County, WV). [1]

Find A Grave memorial states year of death is 1899, but, close inspection of gravestone photo appears to be 1889.[2]
