Elisha Parker was born c. 1730 in Chowan County, North Carolina. It's thought he was the son of Peter Parker and Mary Wallis. Married to Rebecca Esther Warren.. He died after August 26, 1793 (date he signed his Last Will), in Gates County, North Carolina.

Last Will

Elisha Parker Last Will and Testament signed his Last will on 26 August 1793.[3][4]
In the name of God Amen I Elisha Parker of Gates County being sick and weak of body but of perfect mind and memory knowing it is allotted once for all men to die I recommend my soul to God, and as touching such worldly property as it hath been pleased the Almighty God to bless me with I give and devise and dispose of the same in manner and form following / Viz…
I give and bequeath unto my son Peter Parker ten pounds to him and his heirs forever.
I give and bequeath unto my daughter Elizabeth Eason ten pounds to her and her heirs forever.
I give and bequeath unto my daughter Mary Griffin ten pounds to her and her heirs forever.
I give and bequeath to my son John Parker one negro fellow nam’d Jiles to him and his heirs forever provided and nevertheless that my said son John is not to have the fellow Jiles until such time as he brings in bond for which I came security to Sparling and Lawrence Mershts, and in case of neglect or refusal, or that my estate should be subject to the payment of said bond, my desire is that s. negro Jiles be sold and the money arising from such same to pay off said debt.
I give and bequeath to my son Jesse Parker three hundred and seventy acres of land commonly called Pugh’s land beginning at Danl Parkers corner thence with sd. Parkers line to Elisha Crosses line and the land of John Kittrell to Isaac Walters land to a maple standing in the first station to him and his heirs forever. I also give and bequeath unto my son Jesse one feather bed and furniture to him and his heirs forever.
I give and bequeath unto my daughter Peggy Parker one feather’d bed and furniture to her and her heirs forever.
I give and bequeath unto my son Elisha Parker the manner plantation whereon I now live with all lands not before given, except three hundred acres in Merryhil pocoson to him and his heirs forever.
I give and bequeath unto my daughter Christian Parker ten pounds, on feather’d bed and furniture, two cows and calves two ewes and lambs, one desk to her and her heirs forever.
I give and bequeath unto my daughter Nancy Parker ten pounds, one feather’d bed and furniture two cows and calves two ewes one chest to her and her heirs forever.
I give and bequeath to my grandson John Griffin thirty pounds to him and his heirs forever.
I lend my well beloved wife Esther Parker the use of the whole of my lands and perishable property not before given to her life time or widowhood except three hundred acres in the pocoson aforesaid, which I would wish to be sold.
Lastly my will and desire is that so much of my estate now remaining and not before given away as my executors may think sufficient for the payments of my just debts be sold.
The true intent and meaning of this my last will and testament is that my well loved wife Esther Parker should occupy hold and enjoy the whole of my lands except 300 acres in the pocoson undisturbed during the term of her natural life or widowhood with the remaining part of my perishable property then at the expiration of her life or widowhood the remaining part to be equally divided between my five children namely
Jesse, Peggy, Elisha, Christian and Nancy Parker to them and their heirs forever.
I nominate my well beloved wife Esther Parker Jesse Parker, and Elisha Parker my sole executors to this my last will and testament ratifying and confirming this to be my last will and testament and no other. In witness whereof I have hereunto set my hand this 26th day Augst 1793

The last will and testament of Elisha Parker dec’d was exhibited into Court by Esther Parker executrix therein appointed and was proved by the oath of Danl Parker and Pa. Hergerty two of the subscribing witnesses thereto and on motion was ordered to be recorded at the same time the said extrix. came into Court and qualified herself for the office c.38

In his will, Elisha bequeathed a slave called Jiles Parker-46067 to his son, John Parker-31460[4]

Parker-36395 and Parker-1299 appear to represent the same person because: Same wife. Same death date.

Perhaps John B. Parker, b. 1790, is not the son of this couple. If so, his mother would have been 56 years old at the time of his birth. Plus Elisha left a slave ("Jiles") to his son John, which would have been unlikely if John were only 3 years old when his father died.
