Henry was born in 1661. He was the son of Sir john Pelham and Lucy Sidney.
1673-1678 attended Eton.
14 Feb. 1679 matriculated Christ Church College, Oxford.
18 Dec. 1683 married Frances Byne.
In 1690 Henry entered Parliament as a Whig politician. MP for Seaford 1690-1695. MP for Lewes 1695-1700; 1701-1702.
Appointed Clerk of the Pells 1698-1721 (died in office). This appointment was thanks to the influence of his brother Thomas Pelham who had been appointed a lord of the Exchequer in 1697.
The Clerk of the Pells was an officer of the Exchequer who was responsible for entering all the monies issued by Treasury on the issues roll or pell[1].
After the death of his father in 1703 Henry and his elder brother Thomas fell out over a dispute as to how their father's estate was to be divided. They did not settle their differences until 1708.
He passed away in 1721. [2]
