Charles was born in 1873 to William N. Allen and Elizabeth Frances Scott. He married twice, the first time to Mary Elizabeth Garrett at age 21. She died 15 years later in 1909 and he married Lura E. Pryor in 1913. Charles had children with both wives, and passed away in 1955 at 82 years old.
