Theophilus was born on 30 May 1754 in , Rowan County, North Carolina, the younger of two children and only son of Thomas and Magdalene Simonton Allison.
On 10 Jan 1786, at the age of thirty-one, he married Elizabeth Neill in Rowan County, North Carolina. and they had three known children, one son and two daughters:
