[ I've done a rough job of formatting this but a lot more work needs doing.]
I am changing some of the profile [this is an unsigned comment but maybe a look through the changes list will identify the author]. I do not believe the parents listed is correct. I do believe the new information. All through 1600-2000 this family has married people from either Virginia or North Carolina.
Taken from "Genealogies of VA Families", page 806: Baines Early in the eighteenth century this 50 acre tract was the property of an ancestor of the Baines family, from whom it passed to Eleanor Baines. By her will, dated 2 April 1727, and probated July 19, 1727, Eleanor Baines devised to her son, Henry, the half of "my land" where he now lives and one-third of the orchard, the rest to be equally divided between other two sons, George and John. Eleanor Baines, apparently a widow, died in July 1727, possessed of "Baines" and a personal estate valued at about 50 pounds. She left three sons, Henry, George, and John, the last under twenty years of age. Henry Baines seems to have been twice married. By his first wife he had four children: Thomas, Henry, Samuel, and Mary. He also had children by his second wife, Sarah, but their names are not disclosed by the records. It is probably his son, Samuel, who once owned "Jeggitts," a part of the James Burk farm, of which later. Henry Baines died in June or July, 1758. A John Baines, who was perhaps, a grandson of Eleanor, died in February, 1798, leaving five sons: Matthew, John, William, Henry, and Richard. Matthew Baines married Ann, (Probably the daughter of Mark Parrish) and died in 1817, leaving seven children: William, Samuel, John, Martha, Mary, Rebecca, and Elizabeth. On October 1, 1765, Henry Baines conveyed to William Minson 3 acres of land adjoining Daniel Rowe's land near the Minson dwelling house on the James River. By his will, dated February 19, 1758, probated July 8, 1758, and on file in Elizabeth City County, Henry Baines directed that that part of his land from a walnut tree to the river be sold to pay legacies of 30 shillings each to four of his children, presumably by his first wife. He devised the remainder to his wife, Sarah, for life and provided that after her death it be sold and the proceeds be divided among his children by her. The former piece was apparently bought by Samuel Baines; for on November 26, 1767, he and his wife Ann, conveyed to William Minson 16 acres of land, bounded by the land of William Morehead, along his line to Sarah Baines, along her land to a walnut tree, thence in a straight course to Miknson's, thence along his line to Morehead. The records do not disclose how the Sarah Baines and John Baines parcels passed, but in some way they became the property of William Holland, On February 1, 1737, George Baines and his wife, Jane conveyed a tract of 12 1/2 acres of land, devised to him by Eleanor Baines, to John White, describing it as bounded easterly by Alice Faulkner, northerly by Mark Parrish, westerly by Joseph Jeggitts. On December 15, 1741, John White and Jane, his wife, conveyed the same land to Daniel Rowe, who died c. 1767, when the land passed to William Myers Rowe. On December 30, 1769, the latter and his wife, Elizabeth, conveyed to William Minson 12 1/2 acres of land on Saltford's Creek, bounded by the lands of William Morehead and William Minson. In some way, the Sarah Baines and John Baines parcels passed to Hannah Skinner, who owned the land as early as 1782.

Notes from Ellen Baker: Thomas is listed in Elizabeth City Co., VA (Hampton Roads) on the Quit Rent listing in 1704. This listing was to satisfy England of the accuracy of what was going on over herem other quit rents perhaps being not accurate. He is shown holding 50 acres.
