"License" is clearly for "David Burton" (son of Anna Baker & Benjamin Burton) & "_____ Harness" (see image of period handwriting for justification of "Harness".) There is no first name for the Harness female. The certification of marriage signed by one "Jack Bush" (possibly Zach Bush) has a strike out of a couple's names followed by the names "David Woodson & Susannah Harness."
David's mother Anna, a widow of <2 years, m. one William Woodson on 20 Jan 1835 in Jennings County, Indiana according to "Ancestry.com. Indiana, Marriage Index, 1800-1941 [database on-line]".
Given other evidence supporting the unions of David Burton & Susannah (Susan) Harness in 1835 in this location & of Anna Burton & William Woodson, I believe we can assume a lapse of memory or distraction on the part of Jack Bush when this document was completed as the two items, i.e., authorization to marry & certification of marriage seem to be somehow conflated.
