Tomer was born in 1918. He was the son of Peter Baker and Carrie Case. He passed away in 1977 and is buried in Fairview Cemetery, in Sherman, Texas.

According to the enlistment papers, Tomer enlisted on 25 Sep 1942. He served as a private in the Air Corps. He states that his education was 2 years of high school and he was single. His height was 71" and weight was 173.
