Owen Sanders Barker was born on May 15, 1880 in Upper Kent, Kent, Carleton, New Brunswick, Canada, son of Daniel Benjamin Barker (1844–1887) and Margaret Jane Miller (1849–1930).
His siblings were:

- Fannie Barker (1885–1974)
Owen married Christina Mae McIntosh (born in 1879 in Beechwood, Kent). Their known daughter was Flora Mae Barker (1914–2005).
Owen died on December 14, 1927 in St. John, New Brunswick, aged 47. He was buried in Lower Wicklow Cemetery, Wicklow, Carleton County, New Brunswick.[1]
