Frederick was the son of architect Edward Bartley and his wife Elizabeth. He was their second child and was born at their residence in Union Street in Auckland.
Frederick attended school in Devonport, where the family had moved when he was about 8 years old.
He trained to be a draughtsman and apparently shared with his father an interest in science, music and in the arts.
He married Janet Shearer on 26 November 1890. His wife tragically died only three years later, leaving Frederick a widower and the straitened financial times saw him leave New Zealand for Australia. Fred set off for the goldfields of Queensland. He struggled to find good employment in Australia, but made ends meet by playing the violin on occasion.
Frederick married again in 1896 before setting off in search of work further north in Thornborough. While he was away their son George was born on 19 February 1897 at Harp of Erin, Croydon.
Frederick was killed in a mine explosion in Thornborough on 26 June 1899. He was 37 years old.
After his death his widow, Kate, and their son George, went to live in New Zealand.
