George's birth is recorded in the St Thomas PE Parish Register. [1]
His wife was named Elizabeth. They were living in Frederick County, Maryland in 1781 when they sold land (part of Batson's Forest) to Henry Brown. [2][3]
While it can not be proven since there could very easily be more than one George Baxter I believe George (b1751) may have already moved west by the time he sold his land in MD possibly onto the VA/PA border in Yohogania or Monongalia Co, VA. Speculatively I base this on these early references which may or may not refer to him:

21 May 1767, p. 82 George Baxter is Appointed Surveyor of the Highway in the room of John Thomas and It is Ordered that with the hands that usually worked under the said John Thomas he Clear and keep the same in Repair According to Law.
22 June 1769, p. 227 George Baxter is Appointed Surveyor of the Road in the room of John Thomas and It is Ordered that he with the Tithables that usually worked under him he Clear & keep the same in repair According to Law [4]

George Baxter received a bounty payment for wolf scalps in 1777 Augusta County, Virginia. [6]
