1940 Census shows him as age 38 living in Center, Outagamie, WI with wife Bessie and daughters Joan & Janette. Occupation was agent and operator for a steam railroad.
Joseph was born in Michigan but came to Center to work as station master for the Soo Line Railroad. He met Bessie at a dance, and they eloped, going to Michigan to get married. Returning to Center, their first home was a converted boxcar. Later they built a small home near the railroad station.

Appleton Post Crescent 9 Feb 1975 Joseph P. Blair Rt. 2, Black Creek Age 73, died at 4 p.m., Friday February 7, 1975 following a lengthy illness. He was born December 30, 1901 in Garnett, Michigan and was a retired agent and telegrapher for the Canadian Pacific and Soo Line Railroads. He was the former Justice of the Peace for the Town of Center and Treasurer for the Center Valley Credit Union. He is survived by his wife Bess; two daughters, Mrs. Charles (Janet) Dolce of North Royalton, OH, Mrs Robert (Jo Ann) Dalton of Oshkosh; a brother, Alfred of California; a sister, Mrs. Anna Challinor of Montana; two grandsons, Mark and Charles Dolce. Private funeral services will be held on Monday at the Valley Funeral Home with the Rev. Herman Thomas officiating. Interment will be in Highland Memorial Park. Friends may call at the Valley Funeral Home on Sunday from 3 until 5 p.m.[1]
