From Find A Grave: William Penn Blair was the son of Noble Blair and Talitha Stambaugh. He was first married to Lydia Rice, who predeceased him, and then to Lucinda Steele. He served in the Union Army during the Civil War and passed away at the Soldier's Hospital in Pikeville.
