Biography
Charles was a member of the Newport, Rhode Island, school committee for eighteen years, tax assessor for twelve years, member of the board of aldermen for four years, Rhode Island state senator from 1891 to 1893, and member of the Rhode Island House of Representatives in 1894 and 1895.
