Garrett was born in June 1897, in Litchfield, Nebraska. He was the son of Thomas Burke and Anna Herbaugh. He married Velma Casteel in about 1922. Together, they had seven children. He then married Sylvia Hildreth Strait in 1950. He passed away in 1983, in Missouri, at the age of 85.
