James was born on January 8, 1891 in Salem, MA.[1] He is the son of Michael Burke and Christiana DeSchamps.

James was of a Medium build and height, he had brown eyes and dark hair.[2]

James was a 2nd Class Petty Officer in the Navy as of February 12, 1918[2] and being enlisted for 8 years at that time.
