Biography

Cecil was born in 1879. He grew up on St Kitts and attended St Kitts and Antigua Grammar Schools. He then entered St Edmunds College in Ware, Hertfordshire with his brother Robert in 1895. In 1897 he went to Cambridge University to train to be a Catholic priest graduating with a first class BA in 1901. From 1901-1905, he completed his training as a priest in the Collegio Inglese, Via Monserrato in Rome. The 1911 UK census finds him listed as a University Lecturer living in Chelsea, London.

Cecil married Margaret Hannay in 1912. He was declared unfit for service during the 1914-18 war due to TB and worked in the censorship department of the War Office until 1917. From 1924 onwards, he became a lecturer and writer in logic and philosophy at Birbeck College, London School of Economics and the Chair of Citizenship at Glasgow University.

He died in January 1942 of tuberculosis. Probate was granted for his estate on 02 June 1942.
