Caldwell started his political career as prosecutor and county attorney of Santa Rosa County, Florida in 1926. He was elected to the Florida House in 1929, serving until 1932 when he was elected to US House of Representatives. He served 4 terms until 1941. In 1944 he was elected governor and served one term. After leaving office he did a brief stint as the administrator of the Federal Civil Defense Administration. In 1952 he was appointed to the Florida Supreme Court, serving until 1969, the last seven as Chief Justice.
