Arthur was born 6 Jan 1853 in Hawick, Roxburghshire, Scotland to parents Robert Campbell M.A. and Anne Anderson.
During his childhood, he lived in a number of different places in England, Scotland & Ireland as his father was a minister who was posted to a number of different parishes.
At age 21 he became a fully qualified medical doctor in Edinburgh.
In 1875 at age 22 he married Lucy Lee Bapty, eldest daughter of Anne Lee and Frederick Charles Bapty at St Mary's Church, Donnybrook, Dublin South, Ireland.
At some point in the late 1870s he joined the military and in 1879 was posted to India where he was promoted to a surgeon within the I.M.D 6th regiment N.I. Arthur, his wife Lucy, and their two children lived in India for the next 2-3 years.
At age 29 in 1882 Arthur passed away in Neemuch, India due to dysentery. He was buried at Neemuch Cemetery, Neemuch, Madhya Pradesh, India on 3 Apr 1882.
