Charles Carroll was born in about 1680, in Lisheenboy, Tipperary, Ireland. His father was Anthony Carroll 'of Lisheenboy' and his mother was Elizabeth Carroll of the Kilfadda Carolls, sister of James Carroll of Ballycrenode. Charles' parents were related, possibly second cousins.
Charles' family had become impoverished in Ireland as a result of land confiscations. He migrated to Maryland around 1700, as did his brother James Carroll , who became known as James Carroll 'of Fingual' and all 3 of his sisters. They were helped by their uncle Charles carroll 'The Settler' who had become very wealthy in Maryland.
According to the work of Ronald Hoffman, 'Princes of Ireland, Planters of Maryland, a Carroll Saga 1500 - 1782' Charles married Elinor Van Swearingen. However, this appears to be incorrect. There are numerous sources giving her first husband as James King Carroll and Charles died before her children were even born. James King Carroll is thought to have been a descendant of of Charles' brother Michael Carroll of Lisheenboy.
It is not known whether Charles married. It is assumed that he did not.
Charles died in Chancellor's Point, Anne Arundel, Maryland in 1711.
