Elizabeth was born about 1743 - 1745. She was the daughter of Daniel Carroll I and Elizabeth Brooke Darnall. She ws known as Betsy.
Her father died when she was 7 years old and her mother moved the family to Rock Creek (now Forest Glen).
Betsy's brother John Carroll became the first bishop of Baltimore and the first Catholic Archbishop in America. He established the Rock Creek Mission from a small chapel attached to their mother's mansion, and then built Saint John the Evangelist church on their mother's property. He also established Georgetown college which became Georgetown university. Betsy's brother Daniel, was a member of the Senate of the Maryland legislature (1777–81) and was elected to the Continental Congress (1781–84). In 1781, he signed the Articles of Confederation. Charles Carroll of Carrollton who signed the Declaration of Independence, was her cousin.
Betsy never married and died aged 78 in Washington DC in 1821. Her obituary appeared in the National Intelligencer 3 days later on 27 Jan 1821.
