Thomas was likely the son of John Carter of "Gifres" of Jefferies farm at Chipperfield in the parish of Kings Langley.

Kings Langley - A Hertfordshire Village by Scott Hastie states that by the end of the 16th century there were two prominent Carter men, both called Thomas, who had achieved considerable prosperity. One farmed at Pingelsgate Farm, the other owned the local mill and windmill. Both owned other large parcels of farmland, including Jefferies Farm. Thomas Carter of the mill lived in the impressive farmhouse at Pale Farm. [2]
This Thomas Carter was a yeoman farmer of Pinglesgate in the parish of Kings Langley. On 31 Oct 1590 he entered into a bond with one Edward Fysherof Chalfont St Giles, Buckinghamshire. [3]
Thomas of Pinglesgate was buried on 12 Jan 1597/8 at King's Langley.[4]

What source shows that Cicely Grove was his wife? She is also shown as the wife of Thomas Carter, but the two Thomas Carters appear to be different people.
