Father should be Peter Carter, Carter-4779 wife of Henry's mother, Judith Norris. See also: https://www.colonial-settlers-md-va.us/getperson.php?personID=I65056&tree=Tree1

The children of Peter Carter & Judith Norris are named in Peter Carter's prayer book. Henry Carter is not one of them and there are multiple Carter families at that time.

Carter-24113 and Carter-8635 appear to represent the same person because: Same birth/death dates & places; both married to Frances Penn, daughter of John Penn
