Garrett was born December 24, 1875 to Reuben and Malinda (Wharton) Cash. His parents divorced and his father remarried to Julia A Dunham.
He married Lanora Lee Akens September 15, 1897 in Cleveland, Arkansas.
Garrett's family lived in Risen, Arkansas. They were cotton farmers. When the depression came, everyone but his daugher who was married, left Arkansas and headed to Imperial Valley, California where they had cotton farms.
During World War II, they went to San Diego as they were good at construction. They worked on dredging the bay/ocean and built the Silver Strand. One of his sons was crushed by a big pipe that fell during building.
