Costeux-2 and Cousteaux-1 are not ready to be merged because: Correct LNAB to be determined before final merge (Refer Wiki LNAB and merging rules). Also different birth and death dates requiring further research and/or sourcing to be done.

I agree they are the same person. Before merging please make sure we merge into the correct LNAB (See the LNAB section in the help Index) as we have two different LNAB's here. In this case we do not necessarily merge into the lowest profile number, as the correct LNAB takes presidence. Do you maybe have a verified source record to upload as an image confirming the LNAB? In the mean time I'm creating an Unmerged Match until we can confirm the LNAB.
