Richard Cheney, Jr, was born presumably by about 1658 because he served on a jury in 1679. [1]
"Harry Wright Newman, in his Anne Arundel county Gentry 91933), included a chapter on this family in which he stated Richard Cheney, Sr. arrived in Maryland before 1650, a single man; twice married, name of his first wife unknown. He also listed Richard Cheney, Jr., as the eldest child of Richard, Sr., and his first wife, and stated that Richard, Jr., was b. about 1649." [1]. I assume the "91933" is a typo and should read "1933," the publication year of the first edition of the Newman book referenced.
Subsequent research places Richard as the second child of Richard Sr. and Charity, based on these facts:
From this we conclude that (1) Richard and Charity arrived after not before 30 June 1652. (2) No children accompanied them or they would have received land for more than 2 persons, but they did not. (3) Therefore Richard was not born before 1652. (4) Elizabeth proved her birthdate to be close to 1652, therefore Charity may well have been pregnant with Elizabeth on her arrival. (5) If Elizabeth was the first child, then Richard was no earlier than the second, hence a guessed birthdate of 1654.
Shortly after 20 June 1652, Richard Cheney and his wife Charity arrived in Maryland, where they settled on the south bank of the South River in Anne Arundel County. We know the arrival was after this date because if they had arrived earlier, they would have been eligible for 100 acres of land each rather than the 50 they received. [6] We know it was shortly after this date because soon there were children, who, if they had already been born when Richard and Charity arrived, would have entitled the couple to an extra 50 acres each. In 1725, their daughter Elizabeth testified that she was then 74 years of age, [7] which would calculate to a birth date of 1651, suggesting she was born as soon after 20 June 1652 as possible. When they arrived, Maryland was about to descend into civil war, and the actual patent to their land would not be granted until January 23, 1659/60 when the civil war had ended. [8] Richard Cheney (the elder) was born in 1649/1652 in South River Hundred, Anne Arundel, Maryland . He died on Dec 6 1704 in All Hallows Parish, Anne Arundel, Maryland, was buried at All Hallows Episcopal Parish Maryland as "Richard Cheney the son of Richard Cheney before deceased" written on tombstone.

Some sites also show a Thomas Cheney b. 1680 St. Peters Parish New Kent, Virginia m. [-?-] had Frances. Or born 6-1690. In the absence of other documentation it is not reasonable to imagine that the family moved from Maryland to Virginia to have one child.

The rationale that the Cheney's arrived in 1652 is based on their 1658 land grant. The final award says explicitly that the grant was made under the 1651 decree changing the award amount from 100 acres to 50 acres per person. The implied logic is that if they arrived before the decree, but did not claim the land until 1658 (due to turmoil resulting from the Puritan rebellion) that they would still be (retroactively) award the pre 1751 amount of 100 acres per person. They weren't, according to the logic, so they must have arrived after 1651. I think the "retroactive" argument is not particularly convincing since the finalization explicitly points out that they are getting the land entitled to them under the 1651 decree.
The assumption has a ripple effect on the dates of birth for some of the children. Namely it forces one to reject Elizabeth's statement of her age in 1725 implying she was born in 1651. It's a fine point, giving the fuzziness of her state age in 1725, but if you accept her statement literally, she was born in 1651. That in turn implies the Chaney's arrived in 1650 as part of the Puritan migration out of Virginia. It also implies that Richard was probably born well before 1658.
As far as I can tell Elizabeth and Ann are the only children or Richard and Charity that we have documentary evidence for their exact YOB's. I thin those DOB's are the best we have, and other dates given for them are speculative.
