Children’s birth records have him as born in Derbyshire. Immigrated 1882, naturalized 1889 accd to 1920 US census. Immigrated in 1883 accd to 1900 census.

Letter from William's child says he was born exactly two years before his brother John Gordon Cooper. John was a Congressman so his birthdate of April 27, 1872 is likely correct. That would make Williams birthday April 27, 1870. However, he states that he is 52 in 1920 census.

Cannot find any baptismal records for brothers William, John, or Edwin in the Lancashire online records (which include Wigan)
