Russell was born in 1941 as the last child of Arthur and Marjorie Craig. After schooling at Tempe Public School and Sydney Technical High School in Sydney he studied and graduated from the Churches of Christ Theological College in 1965 and entered the ministry of the Churches of Christ, ministering at Albury-Wodonga-Lavington and Inverell in NSW. He graduated BA as an exteral student in 1972, and MSoc Sci from UNE Armidale.
He was a social science lecturer and head of department at Roseworthy Agricultural College from 1974 to 1984 [including a sabbatical year at the University of Wisconsin-Madison]. He then became the first Research Manager at the Senior Secondary Assessment Board of South Australia. In 1989 he became the Corporate Planner for the South Australian Department of Agriculture and later the Manager, Rural Affairs.
In 1991 he became an international development consultant, working initially in Gambia, then in Uganda between 1991 and 1998. After that he became a short term consultant working all over Africa, the Middle East, the Balkans, South and Southeast Asia and the Pacific
