However, there are no known yDNA or mtDNA test-takers in his direct paternal or maternal line.

I think you should reconsider. There is no mention of Ohio (the state) as a death place for George Philip Crow. He died in Ohio County, West Virginia, which at that time was part of the state of Virginia (it wasnt split out from Virginia until 1861). In any case, the location of the death of Williams father should not predicate the validity of the merge because the merge, as proposed, is for William. Clearly these two profiles are for the same person.
Crow-1587 and Crow-1309 do not appear to represent the same person because: Crow-1309 father died in WV not in OH and since Crow-1587 does not show who his wife is and there is no information. I reject this merged
