Arthur was born around May 1854 in New York. His parents were James Culver and Mary Fargo and was the third of five children. He married Ella Riley and they had two children. He was a farmer by trade.
Death and Burial
Arthur died in 1935 in Kansas. He was buried in Meriden Cemetery in Meriden, Jefferson, Kansas.[1]
