Stephen Wallace Dorsey was born on 28 Feb 1842 in Benson, Vermont to parents John Dorsey and Mary ___, Irish immigrants. He married first Helen Marr Wack in 1865 in Oberlin, Ohio. Children: Carlotta, Clayton Chauncey, George, Stephen W. He married second Laura Bigelow. He died on 20 Mar 1916 in Los Angeles, California, and was buried in Denver, Colorado.

After the war, Dorsey returned to Ohio, where he found a position at the Sandusky Tool Company and later became president of the company. He was also involved in local Republican politics and was a delegate to the Republican National Convention that nominated Ulysses S. Grant for U.S. President.

In 1871, Dorsey was elected as President of Arkansas Central Railroad, taking advantage of moving to Helena, Phillips, Arkansas, he quickly took advantage of legislation that allowed Railroads to sell government-backed bonds to finance the expansion of railroads. He soon had sold bonds worth more than $2 million on behalf of the Arkansas Central and two other railroads.
He was quickly accepted into the Arkansas political arena, being elected to a single six year term as junior senator, after resigning from Arkansas Central Railroad. The Arkansas General Assembly, during these Reconstruction years, established several new counties, naming one of them for Dorsey in 1873. However, due to Dorsey's tarnished political record involving the Star Route Postal Scandal of which he was found not guilty, and the Brooks-Baxter War, he did not run for re-election. Dorsey County was renamed Cleveland County in 1885 with the election of Grover Cleveland.
