The parents of Isabel Downing are *Unknown* her father was certainly *not* Sir George Downing, 2nd Baronet, of East Hatley. That family has been studied in depth and he had only one children:

Supposedly Elizabeth (Isobell) died 8 Jun 1742 of Yellow Fever along with 3 of her children at Port Savannah, Georgia, and was buried in Wales. [From Medical History of Strange Disease of Georgia’s First Settlers.]
Sea Voyages in the 1700's from America to Wales typically lasted seven weeks. Logic would indicate that it is unlikely someone who died in America of Yellow Fever would be "transported for burial".
