William was born in 1877 in Floyd, KY. He was the son of George W. Elliott and Sarah Humphrey. He married Bertha Lee Tharp Whitaker (1895-1980; d/o Garland Bruce Tharp and Margaret Louise Combs). They had 8 known children. Eventually settling in Dayton, OH around 1918, it is here he passed away in 1943. He is buried at the Dayton National Cemetery.
