No obvious record of birth. Several secondary sources for birth details without much consistency. Name can also cause confusion as, at times it is stated to be Viney-Evans. This profile follows the most likely options.
Sources
John Viney-Evans on "The Peerage" genealogy website created and curated by Darryl Lundy. This source gives his death year (same parents, same sister) as 1834, and the 1834 death year appears to have "acquired legs". Nevertheless, it appears to be incorrect: his Death Certificate gives his death year as 1839. Indeed, although a national register of births, marriages and deaths was instigated across much of Europe by Napoleon I, the English only followed suit in 1837. For various reasons I have not uploaded an image of the Death Certificate in question, but copies can be ordered from an English government agency using the following data[1]:
