Penelope was born the daughter of Cutting and Mary (Wells) Favor (or Feavor) in 1696 in the British Colony of Massachusetts Bay. On October 6, 1718 she would marry Joseph Taylor in Amesbury, Essex County, Massachusetts. Together they would have the following children:

Penelope would pass away in around 1739 at about 43 years of age.
