Isaac was born in 1783. He was the son of Joshua Finch (1748–1807) and Loruhama Brewer (1748–1818). He passed away in 1845.
He was a Representative from New York; born in Stillwater, Saratoga County, N.Y., October 13, 1783 and moved with his parents to Peru, Clinton County, N.Y., in 1787; attended the public schools; studied law, but did not engage in extensive practice. Instead he moved to Essex County and settled near Jay, Essex County, N.Y. and became interested in agricultural pursuits as a gentleman farmer.
During the War of 1812 he served as major in the Twenty-sixth Regiment of Infantry during the War of 1812; He became a member of the State assembly from 1822-1824 and was elected as an Anti-Jacksonian to represent New York's 19th District in the Twenty-first Congress. He served from March 4, 1829 to March 3, 1831 but was not a candidate for renomination in 1830 and sought no other political office. He then resumed agricultural pursuits; died in Jay, N.Y., June 23, 1845; interment in Central Cemetery.
Burial in June, 1845 was at the Central Cemetery in Jay, Essex County, New York.
