Francis was born in 1630. Francis is the child of Robert Fletcher. Find A Grave date of birth is May 10, 1623 which is different than the other sources that put the date anywhere from 1620 to 1636.[1]One record states that Francis mother is Margaret Sarah Hailstone. Francis Fletcher married Elizabeth Wheeler the daughter of George Wheeler and Catherine Penn, (at least one source uses Katherine Pin as her mother) on 11 Oct 1656 at Concord, Massachusetts. Francis left no will but disposed much of his land via deeds of gift to his sons Samuel, Joseph, John, and Hezekiah. The daughters probably received the portions at the times of their respective marriages. Elizabeth Fletcher died on 14 Jun 1704 and Francis died sometime thereafter.[2]

"To the oldest book of records in the clerk's office in Concord is prefixed an account of the proceedings of the town in relation to recording the individual titles to lands, from which it appears, that 'the latter grants of land to particular persons were only written on paper books [?] as granted, and not in a register book. Francis was the only son of Robert Fletcher who remained in Concord where he farmed his father's properties and cared for his parents in their old age.
Francis' name often appears in the Concord Town Records as a land owner. In 1666 he owned over three hundred and fifty acres in the east part of Concord on the road to Boston.[2/2528]
Francis Fletcher became a freeman on 23 May 1677 and on June 1 was a member of the church in Concord and in full communion with the same. He was also a Selectman and served on the grand jury. On 10 Mar 1697-8 Francis and others were summoned by a Court venire to serve on a jury of inquest on the body of Timothy Jones [Superior Court of Judicature, Files 2841, 3748].[2/29]

I agree that all of Robert's children were probably born in England. As to the Caroline reference, Grissell was called Carey in some of her five husband's wills, according to W. L. Holman's 1950 manuscript. By some reports she was the oldest of the five children, and Francis the oldest male (inferred from his receiving a double share of Robert's estate).
Since Cutter's volume does not include sources, he may be repeating family stories, like the one in which Robert descended from the Fletchers of Cockermouth in Cumbria.
Fletcher could not have been born in Concord in 1623 or in 1630, and probably not at any point prior to Concord's first colonial settlement in 1635. He was almost certainly born in England.
"NEW ENGLAND FAMILIES GENEALOGICAL AND MEMORIAL" (third series), VOLUME I, Pages 86-87 by William Richard Cutter shows two children of Robert Fletcher born in 1630 - Caroline and Francis. Could Francis have had a twin? I don't see her mentioned elsewhere. Possibly Caroline died very young? Or this may be an out-an-out error. Any information would be appreciated.
