Samuel was baptized 17 Mar 1816 in Coleorton, Leicestershire, England; according to family records and his grave marker, he was born 26 Jan of the same year. He was the son of John Fowler and Ann Stanley.
He migrated with his family to Ohio about 1829, and they are recorded in the 1830 census in Lower Sandusky (now Fremont). His parents died within a week of each other in 1836, when he was 20 years old. His minor siblings were sent to live with various guardians, and in 1841 each one received a one-eighth share of the family's property.
Samuel married first Margaret L Parks 8 Jun 1837 in Sandusky county. They had seven children:
