Biography

Elsie was born 23 May 1921 in Carrolls, Cowlitz County, Washington.^[1] She was the daughter of John Leybrun Fowler and Harriet Blaine Minsinger.

She married John Warren Kemper on 28 April 1957 in Wenatchee, Chelan County, Washington, in a ceremony performed by Ernest Lake, J.P.^[2]

Elsie died 26 September 1999 at the Evergreen Nursing and Rehabilitation Center in Olympia, Washington.^[3] She was cremated and buried with Warren at the Tahoma National Cemetery.^[4]
